Wow, you should look into developing a hobby of your own if you've got this much idle time on your hands to stir up trouble for someone who may be legitimately supplementing his income.
No taxes are legitimately possible if you have a lot of legitimate write-offs. Many multi-millionaires haven't paid income taxes for a decade or more and are proud of it. They say it is legally allowed through the tax-code and encourages them as entrepreneurs.

The system is set up to keep the money moving.
We are not taxed on how much we make, we are taxed on how much we KEEP.
Some of us believe the IRS is part of the problem not the solution.
We have a disabled guy who with support from SSI is creatively finding ways to supplement his income and Mrs. Cravitz (the OP) is asking how we can bust rather than commend him.
The problem is the OP doesn't know if the person is making more money than he/she is allowed to make or if he/she is not declaring any of it. You can be extremely busy with eBay sales and not actually make a lot of money after deducting the cost of the item, the eBay and PayPal fees and shipping costs. Sometimes you even lose money if any auction doesn't go well. The OP says the neighbor is picking up items at estate sales, etc. These aren't the kind of eBayers who make big bucks nor are they the ones that the IRS is starting to take an interest in...those would be the large drop shippers selling new stuff on eBay.

What is really bugging OP is that neighbor is buying gold and silver. Sounds like envy to me. She should, instead, take a leaf from this guy's book and sell all her junk and she, too, could buy gold and silver. Not a bad idea these days.
When someone is taking money from the taxpayers illegally aren't they posing a threat to the greater society? I guess some people don't understand that our economy is tanking as we speak? You didn't hear our credit as a nation has been downgraded?
I guess with this attitude if someone robs a bank it is no big deal if you don't have money in that bank? And we shouldn't turn over information to police investigators because it's none of our business?

How much freaking money do you people think this poor slob could possibly be collecting in Social Security? Had it ever occurred to any of you tattle tails that the guy is probably only staying afloat by employing a little eBay entrepreneurial spirit? I mean, SS provides about enough income to pay the rent on a shack or buy a few groceries ... but not necessarily both. So which one of those two things do you all think this "enemy of the state" shouldn't be allowed to do ... eat or sleep under a roof?

You might be right. I spent the winter, a couple of years ago, eBaying off 50 years worth of collecting silver coins and then turned it into gold. For all the OP knows, her neighbor could have had a "seed supply" of silver, like me, from before he became disabled and is just upgrade/trading up. It's also not hard to find real silver dinnerware in junk boxes at the flea market, etc., buy it for a dime and sell a spoon or folk for $16.00 to $30.00 on eBay, after you've cleaned it and researched the pattern. The point is the OP's neighbor might not have a lot of money invested in building up his gold and silver.

I know tons of guys who play in bar bands who would laugh if you ask do they claim that money on their taxes. All of these guys have day jobs and have got to be making an extra $15,000- 25,000.00 a year in tens and twenties under the table.
You must think this guy is a jerk, so you want to rat him out to the man.
