No resources mean no military inovlvement.

Also the United States have special operations forces in the area to deal with terrorist targets and threats.

Why have a military force in a country that is hostile the the United States? We tried that once and it didn't work.

The American people weren't willing to risk th elives of American service people attacking Libya either...didn't stop the Obama admin doing so.
