The American people aren't willing to risk the lives of American service people on Somali soil to help with this famine.
The United States governemnt is perfectly willing to use military and intelligence special operators in Somalia to target terrorist threats. They go, they kill people, and they LEAVE.
At this point in time NO OTHER DEVELOPED NATION ON THE PLANET is willing to pay the freight in human lives and money it would take to stabilize Somalia. It holds little strategic, military, or economic value.
