How exactly has the govt been responsible for those homes?

They can choose to sell it to someone that will keep up the property to protect their investment, use the income to stimulate the economy, and give their children a better life.

Or they can give it to folks with no respect for property, who have proven that they can't manage their finances, and can walk away after trashing the place because they have no skin in the game. They'd pay rent? Hardly - you and I will pay the rent.

STOP PUNISHING SUCCESS, AND STOP REWARDING FAILURE.

Well, it says in the article that the government owns those homes, so they are responsible form them in my view. Else they would not be in the position to decide what to do with them.

Who says they can't manage their finances? One severe event such as becoming unemployed or suffering an accident can ruin anyone's solid plans.

Thrashing the place? Don't tenants have to pay a deposit of a couple of rents that they only get back if they leave the place in good condition?

If someone becomes the tenant in the home one has already lived in as an owner before, they will continue to feel at home there and treat the property as such.
