I don't understand why average Americans can't videotape the police in public. News stations and the media do it all the time. This should be a protected right under the freedom of speech. If the cops did their job, it wouldn't be a problem.
It's illegal in many states to film the police without their consent. The cell phone screw by the BART Police was to make sure no one could use their cell phone cameras to record them since CA is not a state where this is illegal.

BART PD is in California. It isn't illegal to tape police officers here. I am a police officer in California and, morever, work very closely with BART PD. I could care less if you video tape me, whenever you want. Doesn't bother me one bit.
Having said that, people are BRAINSWASHED into believing a videotape is the end all of end alls. Its not. It tells ONE slice of the picture, however, does not tell everything. Without going into specific's, it doesn't show what happened before, or after the video tape. It doesn't show what police procedures are, and/or explain police procedures. It is one dimensional and does not, no matter what the anti police crowd say, shows the "whole story." I could go on and on, however...
Now, for BART shutting down phone service. What just happened in London, England? The CRIMINALS were using their phone services, Twitter, etc to circumvent police procedures and crowd control. Thus, destroying and causing more problems. Is that the reason BART shut it down? I have no clue. HOWEVER, it IS a valid answer to the, "I hate police crowd."
Just the other night, I was being filmed by a group of drunken, enraged "party goers." I took out my Iphone and began filiming them. The crowd ATTACKED ME. They were screaming, "You can't film me. Your the police. I have rights." When I said, "You are filming me, why can't film you?" They just stood there, with dumb looks on their faces. THAT is the type of people you are protecting. I know plenty of idiots who don't understand it's a two way street. Let the police film, it's your right too.
But sometimes the video is necessary to show brutality. Even if an individual is being hostile to the police, that's no reason for the police to beat him senseless. Only if it is a life or death situation that is imminent to occur, are more forceful means allowed.
