How does a huge population give a country more say?
Germany is burying itself in that global warming morass, they will never be a global power, they weren't in WW2 and not now (ranked 13th in the world behind Israel, Iran and Brazil).....
Germany has some of the best manufacturing corporations in the world, yet some of the best social services too. Also, they are very liberal regarding moral and social matters.

Having 1.3 billion people can be a real problem for a nation and its leaders because you are just a bad harvest or two away from starvation. Also a China or India would need all the worlds energy resources to even attempt to match Europe, North America or Japan in its modern lifestyle. There would be nothing for anyone else. We'll be like the Apemen fighting over that waterhole in Stanley Kubrick's 2001 and when one party or the other gets his brains bashed out the winner will pitch his bone into the air. Instead of fighting over a muddy waterhole it may be oil but our motives and morality have scarely evolved in all the millions of years that separate us from those apemen in on that dusty plain in Africa.

They are the current leaders in the EU. The people of Germany have a history of being leaders. They think they are the best.
Is it only a matter of time until Germany tries to lead the world again?
I think the US bases in Germany are from 1945-2045.
They've been there before so it wouldn't be out of the question. If their scientists had not defected to the US and provided nuclear secrets, they would probably be ruling Earth right now.
