I'm not sure how legal guardianship works in the UK, but if the 18 year old was living under her roof then she's responsible, in my opinion.
She's responsible either way. An 18 year old should be working and it's her fault he has no work ethic. But it shouldn't be just her, where's the thug's dad?

She forfeited those rights by allowing him to participate (since he lives in her household he is under her authority), and also by not immediately coming forward and pointing the finger at him to police.
Sounds fair to me. I'm sure there's a more responsible person worth of living in that flat.
Sounds like they've got the same caliber of folks we have here living off the backs of the rest of us.
I'm impressed by the British for this. I thought we were a little tougher, but if those riots happened here, there would only be pity for them and the government would be taxing the working people much more in order to build the families of the rioters nicer housing to placate them.
The mother of this thug could even consider returning to her own country. She's not doing much of anything for England.

If you're a criminal you can get free housing and food at a jail or work farm.
Well the UK has been very wrong about very much for quite a long time. They have a NIMBY problem (which is kinda what I was complaining about above) AND an excessive welfare state problem.
