How does the U.S. address this emergency? Under the 1973 Helms Amendment to the Foreign Assistance Act, and subsequent policy by the Bush Administration, the U.S. prohibits any federal foreign assistance from being used to even mention abortion as an option to women raped in armed conflict.
are the US soldiers doing it? there has been some cases of US soldiers raping female american soldiers but it gets swept under the rug and or the female gets killed
More hand-out demands which are denied being masqueraded as a loss of abortion liberty for those who are not the recipients of the hand-outs they may want. Or at least some author takes the liberty of assuming that these woman want hand-outs... for all we know maybe many of them don't even want our hand-outs. That being beside the point that hand-out money coming from the United States has no bearing on the abortion law over there, as those laws are passed by those countries... not the U.S.
Leave it to a progressive to once again morally equate not being the beneficiary of a hand-out which disperses a speaking podium with a microphone and P.A. system with which to give speeches, a 'free' "printing press' or pens and paper with which to spread your word, with being fundamentally the same as being denied free speech... or not being the beneficiary of daily meals, a home, and perhaps clothing, also at other peoples expense... as being the moral equivalent of being denied the right to feed oneself, clothe oneself, or shelter oneself. Because if you are not the beneficiary of a positive obligation where others are compelled to give you a handout, that is clearly proof that you are denied the negative liberty of largely being left alone to pursue these things yourself, or in peaceful cooperation with others.

The money pegged for "aid" just ends up in the pockets of the dictators sending out their troops to do the raping.
