It's been 9 minutes, god damnit! Don't these people have a smart phone? How am I supposed to procrastinate if there isn't someone to have an inane argument with?

Correct. Education is what gives people the tools to provide for themselves. With those tools, actually providing for oneself and ones family is the responsibility of the individual. Whether a person has healthcare, a job, etc. should not be a concern of the federal government in any way.

I would further say that education should not be part of any federal spending. Education should be the responsibility of state and local governments.
