First, this occurred two years ago. Why did it take you two years to notice?
Second, it was for one UN meeting where he introduced UNSC Resolution 1887. He was not even in the position for a day. Susan Rice was the President of the UN Security Council during the rest of the month of September 2009.
Third, the position automatically rotates every month among its members, there are no elections involved.
Lastly, the UN is not a "King, Prince, or foreign State."
Many US Presidents have addressed the full body of the UN in the past, Obama is merely the first President to address the UN Security Council instead of the full UN assembly.
