I don't remember kids dressing like those in the picture during the 1930s when I was a child. Maybe your picture is over 100 years old and many changes have taken place. I think that more of those changes were dependent on the Muckrakers who exposed so much of that kind of thing than on unions.

Do you have a copy of "How the Other Half Lives"? Surely you could find some worse pictures there.
