Question: If 'con' is the opposite of 'pro' then does that mean 'congress' is the opposite of 'progress'?

Con also means "with" as in chili con carne (chili with meat).

Um, no. Con is an assimilation of Com, which comes from the Latin word with a u in between c and m, meaning with or together. Gress, comes from the Latin Gradi/Gradus, which means a walk/step. This led to Congressus in Latin, which means the coming together of a group of people/friendly meeting.
