I think the words "racially insensitive" or "racially apathetic" is a better term to describe the Tea Party rather than racist. The Tea Party just do not care about issues relating to minorities so they come off looking racist. They don't care about those issues not because they are racist but mostly because those aren't issues that affect them. The only racial issue that does affect them is Affirmative Action and they are adamantly opposed to it which is the opposite position of most minorities. They also don't like liberals of any stripe so they also look very hostile to a lot of minorities since minorities tend to vote for liberal candidates rather than conservative ones. Non white candidates also tend to be liberal and the Tea Party usually opposes these candidates and this also make the Tea Party look racist.

That said, the Tea Party does attract a lot of racists so this hurts their image. However, from what I have seen of the Tea Party, they don't even compare to European populist parties that are openly racist like Jobbik (Hungary) or Vlaams Belang (Belgium).
