Well we somehow had kill orders on Bonnie and Clyde, also these terrorists killed were people who vowed they were at war against us which also satisfied most of our requirements to take them out.
Who determines the field of battle? Where you think it should be, or where the "enemy" is?

Well that just hyperbolic silliness. I could see your argument (and your hysteria) if the CAPTURE AND KILL was operable in U.S. territory or some stable nation with functioning law enforcement. In those case the U.S. hasn't be shy is asking for third party detention and possible extradition. The whole fracking purpose of this finding is to get the maryland farmers who we cannot either arrest or anyone else for that matter.

That would not be statutorily or Constitutionally permissible under ANY war powers act that any president could dream up.

First of all, the shooting of Bonnie and Clyde was done under the auspice of the state of Texas and Louisiana which had formed a joint "task force" to apprehend the two. This was not a issue of federal jurisdiction.
Secondly, regardless of what you think happened based upon Robert Penn's depiction. According to the official accounts the law enforcement officers "called out to" Bonnie and Clyde who had been stopped by a decoy disabled vehicle. No one in the group was sure who began firing but once it began (see the New York shooting of Sean Bell) it didn't stop until both Bonnie and Clyde were dead. I can find no shoot to kill order issued by the governors of Texas or Louisiana.
