In those case the U.S. hasn't be shy is asking for third party detention and possible extradition. Further, the CIA and the U.S. are prohibited, I repeat, prohibited from operating within the U.S. so are you suggesting that the F.B.I. is going to embark on a kill and capture mission? First of all, the shooting of Bonnie and Clyde was done under the auspice of the state of Texas and Louisiana which had formed a joint "task force" to apprehend the two. This was not a issue of federal jurisdiction.

Secondly, regardless of what you think happened based upon Robert Penn's depiction. According to the official accounts the law enforcement officers "called out to" Bonnie and Clyde who had been stopped by a decoy disabled vehicle. No one in the group was sure who began firing but once it began (see the New York shooting of Sean Bell) it didn't stop until both Bonnie and Clyde were dead. I can find no shoot to kill order issued by the governors of Texas or Louisiana.
