If we are talking about Europe, I don't think it's a case. European nations are simply running out of their "genetic material" I suspect.
But when it comes to the US, I suspect that it's a case.

Honestly, if this country were interested in increasing the birth rate while limiting moral hazard, I think the cost of delivery (which is in the 5 figures) should be covered by the government, and get a $3k/yr deduction on your taxes per child.

Michigan taxes real property including homes. The school property tax rate on rental property is 4x the rate on owner-occupied primary residences.
We agree that this is NOT capitalist. If this is socialist, it is infinitely sustainable, because there will always be landlords and rent serfs to overtax. Homeowners merrily coast along, confident that rental property will continue indefinitely to subsidize the lower property taxes of homeowners.

I don't think anyone is wanting real, actual 100% socialism. What would work best is a balance--that's what people want. Some things are better when people work together and chip in, other things work better when people compete and it's every man for himself.
We want a mixture, best of both. Runaway capitalism isn't working too well with the rich getting richer, poor getting poorer, so we could use a little more socialism in the mix.

All of Northern Europe is basically Socialist, and extremely successful. That's like 20 countries.
Or do you mean actual State Socialism? That barely exists. In the context of the U.S. it's irrelevent. The most left wing major politican (Bernie Sanders?) is FAR to the right of real State Socialism.

Socialism will never be successful because the people who pull the cart full of people who ride will eventually tire of pulling all the weight and want to ride, too.
American settlers started as socialists, all for one, and almost starved until they were allowed by their leaders to own their labor and sell/trade the fruits of that labor to each other.

Socialism is basically a pyramid scam that takes advantage of weak and ignorant-minded people. When you mix globalism with socialism it becomes much worse, just like Capitalism does. Global Capitalism and Socialism are actually closely related now.
Socialism is Capitalism, without the work ethic and investment. It makes people lazy, apathetic and complacent to to dysfunctional groupthink. It will never be successful on a long term and never has been.
The great work ethic that America once had has been destroyed by socialist-minded groupthink. This is obvious to anyone with a hint of awareness.
