Um, no. The payroll tax for SS is capped because the benefits paid out are capped.

The payroll tax for Medicare is not capped because the benefits are not capped.

What percentage of people don't pay capital gains tax? Maybe newsmax could put out an article about estate taxes claiming that "90% of Americans don't pay taxes."
