Last June, my colleague Bob Williams posted a TaxVox article that reported 47 percent of American households paid no federal income tax in 2009. Bob was exactly right, but rarely has a bit of data been so misunderstood, or so misused.

Let me explain—repeat actually—what this means: About half of taxpayers paid no federal income tax last year. It does not mean they paid no tax at all. Many shelled out Social Security and Medicare payroll taxes. In fact, only 14 percent of Americans didn’t pay either income or payroll taxes. Some paid property taxes and, it is fair to say, just about all of them paid sales taxes of one kind or another. So to say they pay no taxes is flat wrong.

However, this class warfare-like rhetoric plays to a perception that the income tax is a chump tax: Only hard-working folks like us pay it. The welfare queens don’t. The super-rich don’t. It is a powerful emotional argument. It is also flat wrong.

So who are these folks who pay no federal income taxes? Mostly, they are people who don’t make very much money. Many are elderly: Think a widow living only on Social Security benefits. Others are parents earning less than $20,000. Only about 5 percent are non-elderly households making more than $20,000.

This subject has been beaten to death. If you do a search- who pays income tax- you will find hundreds of sites proving that 47% don't pay income tax.

Who cares? Income tax doesn't pay for government services anyway, that's a common misconception

Everyone knows its this group of people draining society and not paying into it. I have yet to hear ONE good reason why ANYONE shouldnt be contributing taxes. All you did was waaa waaa waaa..

btw, that total is now up to 51% of americans.. And people wonder why the deficits are what they are.. You want everything, you just want SOMEONE ELSE to pay for it.

fact 47% pay NO FEDERAL INCOME TAX
fact of those 47% about 15% pay NO FEDERAL INCOME OR PAYROLL TAX

all still pay sales tax to their states (if the state has it (NH doesnt)) all will pay a property tax (if they own property)

NO-ONE has ever said that 47% pay not tax at all

why cant liberals stop lying

That would be like saying

Normal people pay wage tax on every penny of wages whgile the rich don't.

I am seeing this same "discussion" all over the online media.

Someone states that 47% of the population do not pay federal income taxes.

Someone interjects and says its a lie because they pay tax on food, gas, things, state taxes, social security, etc.

Someone else comes in and points out that those things are not federal income taxes as was the original statement.

Bitter debate commences and goes nowhere.


So, instead of endlessly arguing about semanitics, which the so-called Right would win, why not instead explain why 47% paying no federal tax is ok. Maybe there is a perfectly good reason. The Left can explain why its fine and the Right can offer a rebuttal as to why it is not.

Seems better than declaring a statement a myth and then changing that very statement.

Well the apologists will say it isn't 'fair' for those 47% or 51% to pay federal income tax.

But then also argue they pay other taxes and that is okay it seems....
