What exactly "sounds like it did not"? You think the Secretary of State just goes around announcing aid packages because she's in the mood? Congress controls the purse strings. Always has. If the Secretary of State announces an aid package, she's been greenlighted by Congress to do so.

Congress allocates funds for the state department, including contingency funding to be spend at the disgression of executive branch.

Again, spending money to destroy weapons that shouldn't fall into the hands of terrorists sounds like a damn fine idea, don't you agree?

Since many Republicans initially supported helping free Libya, I propose that we end all tax breaks, deductions, subsidies, etc. that the oil and gas industry use to offset the cost of helping free Libya.
