Roads in the US are paid for by more than just gas tax and are highly subsidized. If we got rid of road funding other than with tolls, gas tax, and registration tax, we would have to raise all of those taxes/fees to pay for the actual cost. Under this scenario mass transit would likely expand since it would drive up the cost of driving.
