If, as you claim, Obama is to be personally blamed because he is the Commander in Chief of the officer who mishandled the morgue then shouldn't he also be praised because he is ultimately the boss of the federal investigators who uncovered the mishandling, and the General who dismissed the offending officer?
You can't make one of those claims and not the other.
The very people who are crying "personal responsibility" are the very ones who want to blame every little speck that is wrong in the nation on the current president. Not everything is his fault, there are people who hired and/or designated to do a job. Their job. It is their responsibility to see it through.
Discuss it with THEM.
Sadly, this is not isolated. There have been a significant number of instances where our deceased heros have been buried in the wrong graves as well.

Was there a policy put in place by the Obama administration to that institutionalized the abuse of the remains of servicemen killed in the line of duty as opposed to let's say an institutional policy harshly treat detainees as was done during the Bush administration? Obviously the answer, to paraphrase Herman Cain, is your analogy is apples and hand grenades.

I'm by no means an Obama supporter. The current administration cannot move on to their cushy futures in the private sector soon enough for me.
That said, based on the content of your linked article this was an Air Force screw up. A heavy workload combined with poor leadership appear to be the major contributors to the abuses.
Attempting to capitalize on these events for political gain is every bit as disrespectful to the fallen military personnel as was the corner cutting employed by the graves detail.
This is not a political matter. It's an issue of service members failing to extend proper respect for the remains of fellow service members. There are ample reasons for anger and indignation but those emotions should be directed at those responsible for the abuses.
