You are correct, he isn't entirely to blame. He's certainly equally to blame (at the very least) if not more to blame. Who should carry more blame, the President that spends unwisely, or the President that continues it even after its a proven failure? All politicians are to blame, yet when they try to turn the ship everyone grabs the wheel and plays Captain. We have a disfunctional government and they aren't goiong to change when can rob the community chest at will.
