There are unintended consequences to almost every rule.
What if a Congressperson is on a committee and has knowledge and yet does not confer with their spouse or kid? What if the spouse purchases that stock totally without the partners knowledge? Does that the congressperson guilty?
I once was investigated for insider trading when all I was doing was buying stock where my kid worked. I had no knowledge of the business.
Just because one person is trying to get it right does not mean they are a crook.
So has anybody actually contacted the lawmaker to find out the missing conjunction? Why the assumption of and vs. or?
