I don't buy this safety issue. Nearly every clothing store I shop at just has unisex fitting rooms anyway - the attendant leads you in and opens an unoccupied fitting booth. It's very likely a man is in the booth to your right and a women in the booth to your left.
That might be the case in NYC; in many non urban areas it is not the case. I was out shopping Saturday night -- 3 stores, 2 unattended single gender fitting rooms. The third store had unlocked, single gender fitting rooms with an elderly attendant counting the articles of clothing.

I just moved to NYC - I was thinking more of suburban Denver stores, but then again, suburban Denver is urban compared to a lot of the country.
So any male pervert can grab a dress say he's a cross dresser and go into the ladies dressing room?

Exatly what I was thinking. How long would this lady have kept her job if some guy went in wearing a dess and sexually assaulted some woman in he dressing room.
Hollister has unisex dressing rooms. My daughter and I were there for back-to-school clothing and noticed two early 20's males who kept hanging around the fitting rooms despite having no apparel to try on. I brought this up to the very disinterested supervisor and cashier. My tween daughter is not allowed in that fitting room area without me.
Dad just needs to take a walk in there and have a little talk. No violence, just a clear explanation of what could happen.
Clearly this guy was hellbent on going in women's lockerooms (he's been doing so for decades) regardless of any rules allowing the transgendered to use the facilities of the sex they live as.
I just don't buy the safety concern as a major issue at all. Letting legitimate transgenders in isn't a safety concern, and this whole "but the sex predators will come in droves" is just fear-mongering.
Many men would find it very, very shameful to be seen in public dressed as a women - that alone would keep some 99.9% of would be sex-predators away from women's facilities. Even if transgenders are allowed in women's facilities, it'd be a very, very rare occurrence: it'd be very rare to find any "man" - especially a clear cut identifiable man (many transgendered are very passable) - in a women's facility. As such, they'd be watched like a hawk, and it would be really dumb for them to try anything. That would keep the other 0.1% away. Finally, just look at real-world examples. Many European countries have had laws for over a decade allowing the transgendered access to "more appropriate" facilities without issue. Many companies have Macy-like policies (especially in Europe) and have had no safety issues. Consider NYC and SF. Both cities have had laws for the last 6 years that let the transgendered use either bathroom - guess what, there hasn't been a flood of crossdressing male sex predators stalking and victimizing women in their facilities.

And what exactly is stopping a man from doing that without wearing a dress? I can go to my local Macy's, shop in the women's section for a "gift", and walk right into the unattended fitting rooms.
