While you weren't paying attention, apparently, the State's "control" over all resources was already legislated into policy back in 1950.

You are arguing over the wrong point. Obama was against power expansion by Executive Order when he was campaigning. He just updated it and expanded the existing EO further. If he was against it he would have rescinded any existing orders...

You have been hoodwinked.
