What matters is that the OP's opening post nailed the reality of these haters of Capitalism that are in DC and the White House, currently.
Business has GOT to plan months in advance and those in DC made darn sure that they shot their mouths off with yet another supposed plan every few weeks, as soon as they got into power. They changed their minds but in reality probably just ramped up their confusing rhetoric fully knowing what they were doing.

Keep Business guessing, wondering and unable to PLAN, period.
