So a state gets a bonus when its poor increase and have to depend on government to get them through the month ?
If the goal is a people more dependent on government for survival then "go team" in this Race to the Bottom.
No, the state got a "bonus" because they actively went out and found people who already qualified for food help. They didn't recruit more poor people or cause the numbers of qualified people to rise, they simply took proactive steps to locate and enroll those who are legally entitled to it.
What's wrong with that? How is it any different from the VA actively seeking out Veteran's and encouraging them to apply for the benefits they're already entitled to? Or, do you consider that too a part of a race to the bottom?
Regardless of who is president I think the idea of paying bonuses related to welfare programs is a disgusting waste of resources. A commendation letter that they can frame and hang on the wall in City Hall is more appropriate.
The award money over five years could be better spend by investing in small businesses. That is where jobs are created and how people can get off of welfare and the "SNAP" program.
