I think your neighbor might have a say on the subject... unless he/she happens to be KUChief's neighbor. That is how such laws as this come about.

PS. I don't think it is the police writing these tickets. Around here (in Texas), we have code enforcement crew who might. BTW, next year, I've to join my family to do a mass cleanup of some native shrubbery on our property in west Texas. Apparently, Mesquite is not welcome as a growth in one's property there... state law. Takes too much water (probably more than the natural gas drillers...)

Same here in Michigan where I live. It's a code enforcement person who'd write tickets for things like neighbors dumping used motor oil or leaving their trash cans at the street 24/7.

But it is still the local government spending money on code enforcement rather than protection of citizens.
