For the same reason the majority of Roman Catholics don't follow every edict from the pope. Each individual follows his/her beliefs to a different degree. It doesn't mean that those beliefs (e.g. jihad, islamic supremicist teachings) don't exist. It simply means not everyone is a strict follower of those teachings (fortunately for the rest of teh world).
As far as the vast majority of the Islamic world being "agast about terrorsts" I haven;t seen it. I saw celebrating in the Muslim world on 9/11. We never see blanket condemnation from Islamic leaders about terrorist attacks becasue they can't. To do so would directly contradict the core teachings of Islam.
