But you fault Obama for not approving more permits when oil companies haven't used the ones already approved.

The permitting process is a government function and we can see this administration slowing this up as they try to choke back a vibrant oil and gas industry.

Obviously the more productive areas are searched and drilled first. Some areas which you are highlighting are not cost effective to mine or are non-productive.
