The only way to eliminate the black market completely is to decriminalize marijuana and remove all government restrictions. No taxes, no government involvement. As long as government is involved in restricting or taxing a product, a black market will always exist. The size of that black market will depend on the level of government restriction or taxation.
I did not neglect that fact, I posted the NPR article that explains the tobacco black market in detail, both in the US and abroad.
A conservative does not want to expand the size and scope of government through legalization. Remove government completely and there is no black market, or any moral questions about a government that profits from its citizen's drug use.
Patently false. There is a large black market for a commodity in which there is no government involvement--digital media.
Some good points made here recently that have been mentioned before.
Many support 'decriminalization' over 'legalization'. While it may seem to be semantics, those folks (and I can see the point) feel that decriminalizing keeps the government out of it, while legalizing means regulating and taxing and thus growing the government.
Also, while jobs can be created from this, there will also be a loss of jobs in law enforcement and criminal justice. I feel the extreme initial revenue loss (downsizing staff/lack of fines) from such swift changes makes lawmakers hesitant to jump on this bandwagon.
But it's starting to snowball and be the elephant in the room.
That is becoming an even bigger problem, as more and more police activities are being funded through the confiscation of "drug money." The more government can profit from an activity, legal or not, the less likely they will be to discourage it.
If marijuana were to suddenly become decriminalized or legalized overnight nationwide, the federal government, State governments, county governments, city and town governments would lose millions or billions in revenues. Unless, of course, they taxed the crap out of the product. Then all these various levels of government can maintain their revenue source, but in so doing they have created another huge black market.
The war on drugs has worked pretty well and should be expanded to go after the casual drug users. We should allow Mexico to put any casual drug user caught in the USA on trial in Mexico and spend time in jail down there. This would discourage the drug users and help win the war.

Nothing good can come from propping up the economy with dope sales. Nothing good can come from a people dependent on substances that make them less intelligent- and nothing good will come from a government who know that drug money slowly seeps into the banking industry that their friends control..and they quietly approve this accumulation of wealth that is theirs in part after they leave public life and go back into the private sphere...Money is money- and AMERICA loves it so much they don't care where it comes from or how.
Drugs like so many things are created as a something to fear, with fear comes control.
If you make people think if legal everyone will do them you continue the fear. Here is the reality. I went to Amsterdam where you can walk into a shop and blaze... I still opted not to. I have no fear of drug tests I simply chose healthier options. drug companies want people to think Aspertame is safe and I can assure you I won't do it either as I know they lie and it is a poison.
Bath Salts are legal as are many designer drugs... guess what, still no a good choice and I choose NO.
People should be free to make their own choices. we need to stop letting the government try to scare us in order to control us and keep big drug companies filthy rich. NEWS Flash!.... Most all drugs are bad for you. I don't need a government to lie to me about some being good and others bad... they are serving the interests o9f their masters and not mine, I'll make my own choice thank you.
