There is no tradeoff being proposed, e.g. "you pay for birth control and it will reduce your taxes by an equivalent amount".

No, there is not. Our politicians no longer finance the expenditures they approve. In this case the conservative women may benefit a few bucks a month from having "free" birth control. However, if they are truly conservative, the tradeoff in voting for Obama is more government programs that sooner are later are going to be paid in taxes or fees of some kind. No truly conservative woman is going to vote for Obama because she gets "free" birth control pills.
