Most significant:

George Washington, for refusing to become a King
Abe Lincoln for freeing the slaves and industrializing the entire country
F D Roosevelt, for saving capitalism from itself with the New Deal

Best:

All of the Above plus D. Eisenhower for keeping us out of another war in Europe

Worst:

George Bush (the shrub) for believing he was and acting as if he was a King that could extract personal vengeance by using the US Army
John Monroe for the absurd "Monroe Doctrine" that has kept us at war in Latin America for almost two centuries
L B Johnson for caving in to the war mongers and keeping us in Vietnam
Richard Nixon for the same as well as being Richard Nixon

There are a lot more worst than best..
