Any ideas on how to effectively stop this? Maybe there would be less corruption and poverty in these poor countries if it wasn't so easy for their leaders to hide the money they steal.

I'am not a sociologist but I don't think giving them money alone is what makes them turn into brutal and repressive leaders. They already have head issues before getting the money.
Given that you noted that the XL pipeline was the cause of high oil prices you probably shouldn't be posting here. The pipeline wouldn't be built by now if approved and it was pointless for you to suggest that it was the cause. You clearly have no understanding of issues of domestic politics. Why should anyone listen to your opinions on money laundering?

Valid point. I think the distinction is between the "little" dictator and the "Big" one.
Same is true of "sociopaths". Make em a CEO/Politician or treat them for a mental disorder.

Where do you think all the food aid we give to Africa goes? Right into a big warehouse where the dictator in charge runs the shop and forces the farmers out of business thus making the people reliant on them. Been that way for years.
