The Fair Faith and Credit Clause does apply because the State of Hawaii is the only authority that can certify the validity of the COLB and they have already done so.

Yet again, there's a grand total of zero evidence provided, and no one seems to be defending Arpaio on this "investigation," including the conservative magazine National Review, which wrote the following earlier in the week:

Michael Zullo has excellent credentials. He is well trained as are the other lawmen and attorneys who are continuing the investigation. Their findings are fact based. The documents are forgeries. More damaging evidence will be released soon.
