You know, I raised 2 sons and I'm about 100% sure that if they were given a condom at 12 years old they would not have been anymore inclined to have sex. I would bet a paycheck on that. To be honest, my sons were so busy with sports and academics I have doubts if they had sex before they were 18. My youngest is 18 now, I have my doubts that he's had sex, seriously.
If I had kids who were so inclined, I would hope they would have access to protection and education.

I take this as a threat to parental rights and responsibility. It's not the responsibility of the State to raise the children. School is for learning math, English, science, and history. Nothing more. The rest is up to the kids themselves and their parents

The policy also allows parents "to deny permission (opt out) for access to condoms for their students."

I agree. I don't see what's so difficult about having an opt-in policy. Having an opt-out policy is like giving you the illusion of free will
Because there are lazy, unqualified, non-interested parents out there. They're the ones who won't talk to their children about sex and contraception - or who'll hand off their own miscomprehensions - and their kids are the ones who need Sex Ed and access to contraception the most.
Want to reduce unwanted pregnancies? Grow up about sex and make access to contraception easy. Make sure the kids have the facts before they start experimenting.
There's a 24/7 media barrage telling kids that sex is cool, hormones are not easy to reason with as it is, and I guarantee that it's not going to be an embarrassed school teacher talking about condom use that will turn teenagers into sex-crazed monsters.
