Correct, which is why the areas like storm drains, and rain water, even water which runs into a lake or stream, is governed by FEMA, and not the EPA.

misty doesnt know what she's talking about, which I find funny considering she's running around blaming the home owners for not following laws that she doesnt even know exist.

I hate to say something as trite and overused as "whatever" but well, "whatever".

You'll notice that the Sackett's have not yet and won't for a while (if ever) build on the property and you'll have to wait and see how it turns out like everyone else.
Maybe they can hire you two experts to testify for them. I'm sure your expertise will be highly valued and the EPA and all involved will bow in wonder at how incredibly smart you are.

Try breathing through your nose though. Mouth breathers are often thought of as less intelligent than the rest of us.
