It would make the police department look bad when they asked for more money and increase their salaries and then say that the increase in money did not result in a decrease in crime rates... same thing with education, give them more money, teachers work less and get paid more and then on standardized exams, their students are getting worse... but at least they were indoctrined into the liberal ideology to support the people who keep doing the same thing again...
Then when you make them accountable for the money they earn... well that's just not fair.... for instance, an autoworker should not be required to make sure they are building a good car... a machinist shouldn't be accountable for putting together the parts of a plane... doctors shouldn't be required to do a good job to cure a patient... but yet, strange we do require them to be accountable... but not teachers or other government employees... now isn't that strange...

Teachers are working on human beings, not goods. Children at that. Children are immature. They have strong mood swings, have hyperactivity, and are prone to not paying attention. Even with all this, in some areas, the kids are much more attentive and better-behaved than in other areas. Those of you who think the business model works with public education are downright ignorant of the reality of the complex nature of children when it pertains to educating them, taking into account the various differences.

I take it you never studied economics nor read Milton Friedman.
It serves the interest of police departments to show that crime is on the increase, so that way they can get more money. This is a form of rent seeking. The more crime there is, the more money they get. If crime goes down, they don't get as much money, as the need for police is percieved as less.
Thus police minimizing crime levels would be working against their interests. OTOH, police manipulating statistics to make it seem like crime is higher serves their interests by increasing the police budget. Thus I don't put much stock into police minimizing crime levels.
I am aware of police manipulating statistics about gang membership, so as to exaggerate it at times and minimize it at other times.
Crime statistics are often inaccurate, however, due to many crimes not being reported, particularly when the victims are criminals or when the crimes occur in poor, immigrant neighborhoods. The most accurate gauge of general crime trends is the statistics for murder, because murder, unlike other crimes, is very difficult to hide.

And you think working on a disease process is any different or working on a plane is as simple as following the instruction manual? We all have brains, we use them... There is nothing complex about teaching... the complexity is as you admit, within the kids themselves and I don't know any GROWING trend of problematic kids... I do see a GROWING trend of problematic teachers... throwing money at teachers isn't going to solve the "complex" kids is it? Yet, what do I hear from the Democrats and educational facilities? Give them more money... hah... because everyone knows you can pay a teacher more the complex kid will correct themselves...

Yet you cite no information and only call attention to some allegation of cooking the COMSTAT numbers by the NYPD, which I personally find shocking. (the numbers cooking not that lack of information justifying your premise).
