When exactly was the time when poor couples gathered around their family budget spreadsheet and said, "Gosh, Marge, it looks like our cash inflow/outflow ratio is looking bad...we'd better not have sex and put our family planning on hold?"
Let's get real: poor people around the world have never at any time behaved this way. The sexual /gallon reproductive urge is the strongest urge in any living organism. I'm not saying that babies growing up in poverty is a good thing, but harrumphing about personal responsibility is not a serious approach.
Poor people can't stop f-ing. Illegals come here and get benefits as soon as they drop one. Are you surprised?
