Rich people haven't changed at all since the Roman Empire. They are all wired the same and are usually unimaginative dolts. The only way that you will pry their fingers from their precious money is to tax them.
Taxes are the only way you will ever get a rich man to help anyone but himself or his immediate family. And he'll always believe he is right.
One thing we could do is to put a 90% estate tax on them to prevent them from just handing their wealth down to hapless children who don't deserve it. That money should go back into circulation and their children should make their own way.

Why do I assume that you have no kids? Why should folks that have worked hard all their lives in order to make their kids lives better surrender the results of that to a wasteful government? The funds are better used to provide their offspring with an opportunity to perhaps start a business, purchase a house, pay some bills, invest it, or whatever use they want to put it too...
That would be far better for the economy than giving it to the government to squander...No matter what they use it for it will end up back in circulation.
By the way, here in Canada we have no inheritance or gift tax.
Edit to add...What makes you think that wealthy peoples money is NOT in circulation? Do you think the keep it under their mattress...They don't, it is usually invested in the economy in one way or another.

Ah yes, Marxists usually believe the wealth belongs to the state and that they know best.
I also like the fact theres no tax on lottery winnings only on the yearly interest it accrues
A tax on lottery winning is double dipping by the government. Tax has already been paid on the money used to purchase a ticket, and a percentage of the lotteries gross income goes to things taxes would otherwise pay for.
The same principle of "double dipping" also applies to inheritance and gift tax...Tax has already been applied to both of these things.
