Bush or Obama both can or could not stop or bring down global oil prices, it is not in their hands but it does get used at election time by both parties.

Gas prices are lower now. Obviously Obama's fault. He controls world markets.

Another way of looking at it would be that gas prices have dropped 17% since the summer of 2008.
The Dow has climbed approx 30%.
