The quick read states that gestational age will be determined. It doesn't specifically say "life begins" then. It states that this is when gestational age will begin. I think that sort of means "life" though.

Specifically, the bill would “[p]rohibit abortions at or after twenty weeks of gestation, except in cases of a medical emergency, based on the documented risks to women’s health and the strong medical evidence that unborn children feel pain during an abortion at that gestational age,” where gestational age is defined as “age of the unborn child as calculated from the first day of the last menstrual period of the pregnant woman.”

It is stated on page 8 of the attached document (the bill):

Most misrepresentations these days come from the right. Here we have one coming from the left. At face value the OP statement really is pretty stupid isn't it? Life doesn't begin before conception and anyone with even half a brain knows that.

What the law does and says is, how is it detirmined how far along a pregnancy actually is. Because that is an inexact science at best the state has decided to use the very same detirmination the medical establishment uses. They have a formula that uses the date of the last period and that could put the date of conception at plus or minus a week or so. The reason this upsets the pro abortion crowd is that because the existing law pervents abortions after X number of weeks, this law could reduce when you could legally obtain an abortion by 2 weeks.
