Not sure if it would work in US, but in Europe you can purchase plastic bags at the register if you need to but most people bring their own grocery bags.

This might be implemented in California and if it is - the money will most certainly not be allowed to be kept by the merchant - it will go directly to the state - which will be interesting. It would demonstrate that the Dems aren't so much concerned about the environment - but on how to get their hands on the people's money without having to offically pass a new tax.

Publix is an east coast thing, last I knew. Safeway, QFC, Whole Foods, (hippie utopia), and maybe an IGA here and there...
