You're being absolutely ridiculous now, do you seriously think health care insurance is FREE in America? I'm paying about $7,000 a year for a $300 deductible with low co-pays.
Oh, maybe you think poor people get free coverage, lol. Nope, your and my insurance are paying for the free ER health care the poor take. That and our tax dollars. Wouldn't a better health care system allow the poor to visit a doctor's office for $27 than to herd them into ER waiting rooms and dispense treatment costing 10 or 20 times as much? I have never implied poor people get free coverage. I'm well aware of the costs of people using hospitals and not paying their bill. To answer your question....how do you better our healthcare system to get people into a doctors visit of $27? Dynamics and complexities! What do you propose? Higher taxes? Subsidies? You need money to do it, where will it come from to change our system? in the end, the citizen is stuck with less money and increased inflation.

Basic Medical Services are free, however you have paid for them through the NIS, this covers regular medical consultation, medical emergency and hospitalization. Some drugs are even free (white paper), while others are not (blue paper) but they are subsidized. Consultations at the GP, there is a charge (the $27 as claimed), while visits to specialists, dental care and radiology tests are entirely supported by the patients. Non emergency transport to the hospital is also charged to the patient. The chronically ill are exempt (the healthy vs unhealthy claim earlier). Now we get to patient exemption cards. If one has paid a certain amount during the year they may be eligible for one of 2 cards; group 1 covers approved patient charges paid to doctors, psychologists and outpatient clinics and for x-rays, patient travel and blue prescription medicine and equipment. The exemption card for user fee 2 covers approved patient charges paid for physiotherapy, certain dental diseases, approved rehabilitation institutions and travel for treatment abroad.
