We don't know how their phone system is set up. It could have easily been a customer who gained access in to the loudspeaker system.
It's not necessarily an employee. We'll see though, the only color Walmart Co. is concerned with is GREEN ($$$$), so they'll take care of it depending on how the public wants, I'll bet.

Do you believe this should be a prank punished as a bias hate crime?
All "hate" crime legislation should be repealed. WHY someone committed an illegal act should be irrelevant. It should be the action of breaking that law that gets punished, not what the person was thinking or saying at the time.
Not a hate crime, no one was harmed. A dumb joke. Probably some stupid kid got ahold of the PA system.
The article says they're offering counseling to those affected? That's a bit much, and I'm a supporter of hate crime laws. They need to be used in the appropriate situations, not in a dumb situation like this.

Harm is not a prerequisite for determining whether a criminal act has been committed. No one is "harmed" as a result of a person being publicly intoxicated, no one is "harmed" by painting graffiti on a public wall. Criminal act can be nothing more than an offense against the public's sensibilities. Your criticism would be more appropriate after someone has been charged and convicted and the question of appropriate punishment comes up.
We have a nation of "victims". I'm sure this incident will continue to be overblown until those who are able to gain power and $$ through their victimhood are satisfied.
Yawn.
