How do you propose limiting the number of children they can have? Jail time for to many children? Mandatory castration? How about several thousands in fines? Well lets just make them pay for all of them......
Problem is, limiting people is not freedom. Its social justice, imposed by a federal system not meant to do that. Secondly, sending someone to jail would put the children in foster care, become a larger burden on the state, and that just doesn't make sense. Thirdly, you're going to medically castrate people? You know the Germans did that kind of crap under the Nazi's. Fine them, well now you're just taking money they are going to need to take care of the kids, so someone is going to starve, and it probably won't be the adults, you can live with that?
I'm just curious how you'd limit the number of children people can have. Are we going to base it on income?

Actually republicans have. Many times. Many times they have requested welfare recipients be forced to have birth control, while on general assistance. LIBERALS have blocked this. Each and every time. Hence the liberal standpoint.
If you can afford to have a 100 children. So be it. No problem by me. Have em, raise em, and be happy. However, if you can't afford to have ANY children, don't have them. Don't force me and the rest of the country to suffer, because you can't keep it in your pants or keep your legs apart.

Its real simple to write what you posted, but the realities are far more difficult. Welfare, is generally for the children of an adult, not just the adult. Most of the people on welfare are trying to get off of it.
I am ok with the child tax credit going away. I don't need that. Just let me claim them as a standard dependent, with standard deductions for them. As far as "welfare", when we are talking about the actual welfare program, spending is very low. Entitlement spending is high, and if you're calling all entitlement spending welfare, you'd have a point. But you see, 70% of Americans don't want social security or medicare changed, one bit. That can be done, and still balance the federal budget.
