I'm one of those smokers who is always 'quitting' but one of the challenges I've faced is that every time I break down and decide to buy a cigarette, I'm legally obligated to buy a pack of 20, since they are not sold individually.
It seems kinda odd that a product known to be deadly and very addictive would require its purchases to be in bulk. You can go into a bar and get a shot of whiskey without being required to buy a bottle, so why is it that it is illegal to buy or sell individual cigarettes? I'd be willing to pay more per cigarette - up to 75 cents or a dollar - if it meant that ultimately I'd be smoking less.
When I have leftover cigarettes from a pack they seem to burn a hole in my pocket and I smoke when otherwise it may not occur to me. When I have cigarettes I smoke a lot more than when I don't, I guess it's a "smoke 'em if ya got 'em" type of thing.
Here are some reasons I've seen as to why they aren't sold individually:
-easier access to minors
-no warning labels on individual cigarettes
-encourages homeless/bums/'riff-raff'
-taxing issue
-unsanitary/unhygienic to dispense them
None of these seem like good enough reasons to ban individual sales, so my theory is that this is a way they keep people like me smoking, at least on more regular basis. Or maybe there are more legitimate reasons I haven't considered, which is what I'm trying to find out by posting this. Thoughts?

Actually they are all good reasons why a place of business wouldn't want to do such a thing. I've never bought an individual egg either, or hot dog, or slice of bread from a store.

We don't have enough prison space to put people in who smoke cigarettes. So the answer is NO.
