But that's not what it means today. Today it means just that you had some ancestor that came from a Latin American nation. George P. Bush is a hispanic. Mitt Romney's father was born in a Latin American nation and has the exact same qualifications to be a hispanic as George P. Bush. Same qualifications that Obama has to call himself a Black American also.
Hispanics can be blue-eyed blonds that speak fluent English, families in the USA for generations and still qualify for affirmative action. They can be as pasty white as white can be and wealthy as sin but still consider themselves a disadvantaged "minority".
