Well take that up with the USG. They are the ones with the forbidden to export lists, not Apple.

They (Apple Representatives) heard the pair speaking the language amongst themselves and refused the sale. The customers are American Citizens.
Federal Law already prohibits the travel of electronic equipment to Iran without express permission. Apple doesn't need to discriminate based upon nationality or language(s) spoken.
