I didn't say anything about government, I said insurance gets you access to preventive care. In US we rely in the private sector when it comes insurance providers, while in Europe the government provides it. Are you talking about Europe?

There is nothing barring anyone from obtaining health care coverage. It is a matter of choice for most people. Some people would rather have cable TV than health insurance.
