Read the Air Force research presentation I linked, from 1996, and you will see our government and other governments have been working on climate/weather control for decades with the intent to use the technology as military weapons. The U.N. actually created a treaty between the nations to not use this technology because of the mass destruction they can cause ... as we are seeing in America today.
It doesn't quite work that way. In fact, the way it works is that you get increased funding if you are able to defend your findings. If people are unable to replicate your results, you will be bashed an loose funding.
I worked in labs for Phds in college. So it was utterly important to have consistent good data, than one that fits with the thinking of the time.
This is how science works. It is a consensus in the sense that you must be able to replicate your findings. That's the only way to gain future funding.
And the climate change "scientist" at the CRU's refused to allow peer review of their work from anyone outside of the corrupt climate change arena. When the damaging emails were leaked we finally discovered how corrupt these "scientist" actually are and how they falsified the data.

You should educate yourself on HAARP.
HAARP deals with the ionosphere exclusively, some 400 km above sea level. All weather on the planet occurs in either the troposphere (from sea level to 12 km above sea level) or the stratosphere (from 12 km to 45 km above sea level). HAARP has absolutely nothing to do with weather.

Do you have any idea where the jet stream is located? The jet stream is somewhere around 8-15 km above sea level. How exactly is a heated area of the ionosphere, over 400 km above sea level, suppose to affect the jet stream?
Like I said, all weather occurs BELOW 45 km above sea level. The mesosphere, thermosphere, and ionosphere have absolutely nothing to do with weather. Get a clue.
