State law never supercedes federal law. Period. It can try to work within it, it can make laws that have no federal jurisdiction, but they can't supercede federal law.

Isn't CA trying to do the same thing but going the other way. They are against the Secure Communities from the Fed.

The state was told that it had to put a control system in place in all major cities (and some not so major cities) for water run off. That is, they had to collect rain run off and run it through it's treatment plants. This is going to be a major expense for very little in return.

For the most part it's being ignored. One of the largest cities simply came out and said that they didn't have the money and had no plans to do this.

Look at the stupid pool regulations that were supposed to go into affect this year. Cities said they weren't going to follow them and they were put off.

And I'm not saying that isn't the case, but it isn't nullifying federal law.

States can ignore federal law, happens all the time. The federal government could fine the state, or file suit against it, etc. It could do nothing. Many times the fine is just an operating expense. There are towns that forbid strip clubs, unless they ban alcohol and charge a "membership" fee. Sometimes they'll fine the club 500 dollars a day for operating an illegal club in other communities. But the owner makes more money then that, so he gladly pays it.

It's ignoring it which really is irrelevant what you want to call it. More and more states are going to start ignoring federal regulations.

How many Supreme Court spanking will Arizona have to pay for before they wise up.

While I strongly oppose the concept of secession, I think that in Arizona's case I would make an exception. Just to watch it become the State of North Sonora.
